Depends on how broad of a brush you're painting with. Are all 1 billion Muslims terrorists (like some extreme Islamophobes believe)? Obviously, no.
But if we could pinpoint a single Mosque in Afghanistan that served as the place of "worship" for Osama bin Laden and his Al-Qaeda crew, what then? Do we have to say, "Oh no, those terrorists are worshipping - guess we can't do anything about this mosque. Nothing to see here?" No, I think a better way of looking at it is that these international criminals are abusing a world religion, posturing as pious in order to broaden their own appeal within the Muslim world and whitewash their own crimes.
Similarly, there's substantial evidence the UOC-MP has collaborated with a designated terrorist state (Russia) in the service of the Kremlin's project of annexing and, ultimately, dissolving the Ukrainian state.
