No, it's a fact, always has been.
Part of the reason the Electoral College was established - the Southern States were poorer even back then and had little hope for significant improvement. That was also a BIG factor in the schism that ended up in the Civil War, and only mitigated to some degree by FDR's New Deal, without which they'd still be living in Third World status with dirt roads and no electricity.

Not quiet an exodus, and certainly not at the level nor for the reasons Southerners moved North seeking jobs in the 1950s, but not a long term one, as these trends reverse, save for those displaced by increasing housing costs.
