if this does actually happen can i reserve a username so nobody takes it | For example the user "what" was made in 2012 and has 1 created image 0 comments and 0 featured images with only 2 points so its clear the account is inactive; I think we should be able to claim a used but inactive username; and because the account is inactive someone should be able to submit a request to change their username to that and either a bot or a human can look at the profile to determine if it is inactive | image tagged in dog on skateboard | made w/ Imgflip meme maker

Well yes but its a waste of storage for imgflip each user has to be saved somewhere and that somewhere is in a server so being able to do this would save storage space, an account that doesn't do anything should be removed; yes it is valid but it removes any possibility of getting a good user because some people made the accounts just so someone else can't use them
And Twitter has that policy

If a user isnt on for 12 months a bot should declare that user inactive
If said user returns than the account is declared as active
