I was going to reply to you with how Impact being the default font still makes it designed for Macros, explaining my sudden decision to talk about fonts, but it was discarded for being incorrect (my other comment will also be discarded). Just because it's a different font, doesn't change a meme's format. Even if it was the case, most templates nowadays change this setting to fonts like Arial, hence reinforcing the point that it's designed for modern Memes, rather than Macros.
What I can say though is that this default setting is a relic of the old times, back when it was focused on Macros.
