Your ec is weird. In Australia we have a PM who is in the lower house and elected by their party. In practice we know who the PM will be for each side because they’re either the current PM or the leader of the opposition.
The lower house has seats with a given range of electors per seat.
The Senate has each state represented by (I think 6) senators per state. So Tasmania (smallest state) has as many Senators as NSW (most populous state). The ACT and NT each have (I think) half a state’s worth of senators. It acts as a check/balance and helps smaller states get a better go for services.
Direct election of leader (President) is closer to your system.
How often does your electoral college membership not vote in a way that represents their state’s votes???
