While noone exactly knows what these symbols stand for, they're used in many places to mark Buildings for maintaining public order and law, and can be most often seen in the uniforms of the Army.
The official design of the star has it in pure white, symbolizing purity and the utilitarian simplicity in how easy it is to be created by any sufficiently skilled tailor.
