I would wager the FBI isn’t interested in anything that happens on Imgflip unless someone is posting child porn or making terrorist threats or memeing a live mass shooting. They got their hands full already.

Private citizens suing each another over things they post about one another on social media is, I think, a much more open question. But if real-world identities are not involved, I don’t think it’s a thing.
