Let's look at this objectively :
He didn't go to opec to negotiate to help the american people
he went there to ask them to delay the oil price hikes until after an election to help keep his people in office...then he came back and did nothing in regards to generating oil production here or anywhere else..
Literal attempt at optics and nothing else
