You're not a denizen of the lowest circle of Imgflip hell - i.e. the lowest of the low, the really rotten users who have willfully, persistently, and severely violated Imgflip terms with dozens (if not hundreds) of accounts, who have never once shown an ounce of growth or potential for change.
Those kinds of users are "shot on sight." That is, as soon as they're showing telltale signs, they're gone. Nuked. Poof. The mods don't necessarily wait for them to start making actual death threats (for instance), because their history of Imgflip usage indicates that they inevitably will do so, if allowed to keep their accounts for even another hour.
For the vast majority of users who *don't* fall into that special category (and you don't), then new accounts are considered blank slates, and the sins of one account won't be held against the other. This strikes a reasonable balance between terms enforcement and free speech, and grants some leniency to those willing to change.
That's why you haven't been deleted. You f'ed up in the past, but so far, it seems you've learned from your worst mistakes, even if you aren't admitting them.
So from a site terms enforcement perspective, it doesn't really matter if you're actually IG, or if you really are just a British Mormon who swears he never met the guy, even though you re-built a party machine that looks/sounds just like his previous efforts, and fixates on the same issues, and your personality otherwise matches his to a tee.

But for purposes of this roleplay, it *does* matter. You can't be elected President 3 times in a year. That's unconstitutional. Users who are attempting to violate the Constitution get dragged to court. That's how it is.
