Most are used to fence in soft-skinned animals, so the voltage isn't that high. As kids we would take unsuspecting friends over and grab their hand, then touch the fence with our own. The charge would pass through us and shock them- very funny to a young kid! I only saw one boy actually fall for the peeing on the fence thing- he probably never tried it again.
