Kishimoto was once asked why the world of Naruto has 'modern technology' like in real life but has no guns. He basically said, "For as fast and reflexive as ninjas are they can't outrun or dodge bullets." Which makes sense because every time a bullet is fired the sound barrier gets broken hence the loud bang sound. The only character who may be that fast is Minato because of the Flying Thunder God which may allude to the sound barrier being broken when he uses the technique.
