It is literally just Minecraft manhunt. But you get a lightly enchanted iron pick or shovel. He only spawns below Y= 0 and above the Deep Dark, so, thin strip, and if you are that deep, just find diamonds.

But we don’t know more features of the rascal, he may drop a enchanted diamond pick but theoretically most likely getting a enchanted diamond pick from a rascal is most likely VERY rare

But it would just be less rare to find diamonds if you are that deep
