Rascal because the caves need a new thing. Their "mineshafts" and "dungeons" need a lot of work. The ocean doesn't need another addition, whereas the caves do.
without much clarification of what the rascal gives other than enchanted pickaxes I don't think I'll vote for it.
but if you want to vote for the rascal for your own beliefs I won't stop you
