That's something the documentary talks about (at least from reviews I've seen). One reviewer even calls it reverse-sexism to think that only men can be pedophiles, and the video says they definitely aren't all men.
But because of culture, most people think it's only men, and it's become so engrained in our heads that men are afraid to even touch children (even if it's their own) let alone interact with them, because they're scared that they're going to be called a pedophile if they do.
