You are correct, I have messed up. However, question marks are at the end of questions. Exclamation marks are usually at the ends of commands.

Question marks do not have to be at the end of a question for example in a indirect question there is no need. "The chicken asked whether anyone wanted to cross the road with her." It is a question but no question mark is needed. I am very sorry to once again say you are wrong.

That would be a statement saying a person (or animal in this case) has asked something. No question mark is required.

It technically is not a statement as it falls under the classification of a indirect question.
