To vote in IMGFLIP_PRESIDENTS, go to imgflip.com/m/IMGFLIP_DMV to request a voter ID.
Fill out the form and submit it.
Once your ID is ready, wait for the next election (the IMGFLIP_PRESIDENTS stream description should say when it is).
I recommend posting at least a few memes in IMGFLIP_PRESIDENTS so you can prove that you're an active member of the stream.
When the election happens, search the stream for a voting ballot (stream owner Captain_Scar makes these on the first day of the election) and copy-paste (screenshot and crop if you're on mobile) the template, then vote for the CTR candidates, and submit it to imgflip.com/m/Imglfip_Voting (That's how it's spelled, apparently whoever made it misspelled Imgflip when making the stream).
