There's not much any nation CAN do against a nuclear power that amounts to much. You aren't going to launch your own nukes unless your own nation was targeted. You aren't going to go to go to conventional war against them because you've just SEEN that they are willing to lob a nuke at a pesky problem. So all you've got is sanctions and -- in this case -- Putin LAUGHED at sanctions.
