This is checking your source. While I do see this is hosted on a .gov website, this doesn't say who submitted it. You claim in your meme that they voted in favor of this text.
We're missing context, we're missing who voted for this, and who submitted it. The text also plainly states, per the link you gave, that one should not see this text as 1) to permit any non-citizen to vote. 2) or to encourage or require a statesperson to permit a non-citizen to vote.
The onus of proof is on the claimant. Your claim is that Democrats want open borders - they want to ruin our country. I see two documents. One is not included in the other. One wonders if there was any arguments for or in favor of this text.
I could easily do all of this myself but I don't for two reasons:
1) I'd rather the information be here on display for everyone else to say.
2) I'd rather see what information you "researched" to reach his claim, and then see if there was anything you missed to check for partisan bias.
Granted, what you suggest isn't good for the country, but the little boy who cried wolf leaves me skeptical. This whole "Dems want the borders open." Has always been a lie.
