Mcclure Volkmer didn't ban anything. It made it legal to travel with your gun so long as you could legally posess it at the final stop on your journey. If you're unfamiliar with it they have this thing now called Google. Prior to McLure Volkmer if you had to travel to compete in shooting matches you might have to avoid some jurisdictions because of local laws.
