No. Sonic.exe is a monochrome version of sonic that can extend its mouth to extreme widths and lengths and can come through screens, while Lord X is a more ruffled/older version of sonic with grey fur, yellow teeth sharpened into points, and, most notably, a large and bloody X across it’s chest.

Ah ah ah... Lord X and Sonic.EXE are not even the same character. He's like a reimagined version.
