The USA should just sell Taiwan 10 nuclear submarines with 5 low yield ICBMs in each one. China would never fire the first shot if they knew the cost for taking Taiwan would be the total and permanent destruction of Shanghai & Beijing.
The reason Mutually Ensured Destruction worked in the 60's & 70's and doesn't work now: the commies no longer believe we'd pull the trigger. China knows we'd never wipe em off the map as long as they produce the metals that build our military vehicles...
Taiwan would have no such moral quandaries since they're all dead either way.
