Idk... I mean, if you're cooking along at like 60 mph and you use a diving board, depending on how bad you are angling your dive -- the offsetting wind speed pushing against you likely would not land you in your intended target.
Example - tossing a tomato out the car window by tossing it upward while moving. It will land further behind the car.
This is due to the car continuing it's speed and velocity while your body is getting slowed down by the wind. The moment you aren't connected to that cars or in this case - pools surfaces, you're no longer travelling the same speed.
