Interesting effect, how did you make it?

I started with colorful Noise (Opacity 100, size 50) and just kinda... did things, mostly using [Unsharp mask], [Noise], and the smudge tool.

What's that green m next to your name?

It means Community Moderator. If you're on a device with a cursor there might be a tag that pops up if you hover over the M.
