All pokemon in any game are programmed in as individuals, so you can program in another possible evolution for eevee with the moveset options and stats from another game. The most complicated part would probably be the way that you access the evolution, since there wouldn't be a pre-existing frost stone anywhere. You could probably program that in as well.
