It's just stream rules.
I think it was in 2020 when someone stole a drawing from,, I think an artist's Instagram page and posted it on Imgflip, and someone reported them to the artist, , who made an Imgflip account just to complain about it.
The stream rules didn't say anything about disapproving copied content, but the poster was forced to delete it.
