Well if it does happen, the Owner will have to select the "fill mods".
They should also be able to disapprove images if they against the TOS(like saying the N Word, ect)
But the only issue is, Fill Mods will only be active at such little times in some Streams

Sure as long as no one "abuses the system"

Customizable mod perms seems like a Bette ready to go
