Chomsky would, I suppose, defend to the death Putin’s right to pollute Western forums with bots and manufactured lies, even as Putin turns around and crushes the slightest hint of dissent at home. Putin will literally jail you for holding up a blank sign, or sign with an actual Tolstoy quote — let alone actually discussing Russian corruption and war crimes in a serious way.
You could say similar things about China which has just moved to squelch free speech and assembly in Hong Kong, one of the last pockets of relative freedom in that country. State-backed media from countries that stifle dissent at home should not get a free pass to spew their propaganda abroad. Call it a rule of international comity.

Chomsky is to much of an ideologue to ever admit fault, but common-sense indicates that free speech absolutism is not viable.
