thing about Manchin is that he doesn't go against them ideologically, he goes against them until they come back with enough kickbacks for him.
If the democrats can get him enough money for his state through it (and a couple million a year to him under the table in kickbacks) he'll get onboard with it.

He's a snake, but he'll never go against coal. That would kill the state and be political suicide for him in '26
