A civil union is sharing property rights hospital visitation rights and sharing insurance including any children had or adopted but that's pretty much it.

And on the adoption issue the government doesn't need to be involved with the process

Having the government involved in the civil union is only for legal reasons to protect yourself in court for insurance or parental rights.

Yes, about the phrase "love is love", if this was posted because it's libertarian, well its civil libertarianism. We believe in economic freedom, not personal freedom (i.e. becoming woke, allowing cannabis full time, etc).
