a clause in both the HR-1 (2020) and HR-1 (2021) bill was for the automatic registration of anyone (regardless of citizenship status) over 16, which would be conducted in public schools. It would be an obvious attempt to influence teenagers how to vote, while normally requiring an amendment to the constitution, Congress knows it could pass a law (even though knowing it's unconstitutional) but it would take several years, past 2024, in order to be revoked by the Supreme Court.
