It's not about length (it use to be when I had my nokia though) it's about speed. Personally I swipe so I'm always using complete words, but clicking and holding the & symbol probably takes longer than just typing and since it's only 3 letters. I've occasionally used it on Twitter where space is still limited for whatever reason.
