Maybe as a specific type of timer, but a lot of times a sitewide timer is to stop trolls from crossing streams to harass someone

Think there was a time when it was like that, at least from my experience (think this was before bans in streams were a thing)

I'd get my comment deleted by a community mod on my old account, and be comment banned for a few hours. I wouldnt be able to comment on main streams (fun, politics, repost, etc) but have the ability to comment on streams like msmg (user created ones)
