I can understand why a miscarriage would not be considered an abortion because it did not happen by choice. But terminating an ectopic pregnancy is done by choice because it's medically necessary.

Abortion is defined as the termination of a pregnancy. An ectopic pregnancy is a pregnancy. Terminating it does constitute an abortion.
