Correct, but it's a government laptop.
Each cheap outdated adapter is sold separately to the government at 100 times its face value by a company run by a friend of a politician.
You could just plug it straight into the laptop, but how would their friends make money from that?

Oh, and the result of this - the outdated adapters make the memory stick much slower - which means they sell the government a faster laptop - and the cycle continues.
