There is actually a "deep state". "Deep State" is the word being used for the massive body of unelected officials and employees who form the vast body of government bureaucracy, the car, if you will, that the high profile elected politicians drive while in office. When there is regime change the body of government in not dissolved it only switches masters, so to speak. When the so-called "deep state" and the elected official aren't on the same page there is a disconnect and intentional mal-function and stymying of policy by self-interested civil servants and employees who will do their damnedest to make it look like they are trying to follow the 'new rules' but within their spheres of duty setting up their little road blocks and stone walls, being gate-keepers of unhelpfulness and requiring 200 questions and giving non-information so nothing really gets done.
