The other one is so impossibly tiny that it can’t be seen except with a microscope, and is incapable of detection until hormonal changes kick in after a few days at the earliest and more likely after a few weeks. In other words, the woman doesn’t even know it exists yet, and the state can’t possibly know it exists either. Beyond that, natural miscarriage rates are high. Etc. Etc.
