Which side on the Torkal/Camerupt debate are you on?

Torkal is a tortoise, and if he was in the Camerupt evolutionary line at some point, it wouldn't make sense because it'd go from Camel-Tortoise-Camel and we have no proof of leaks, and the base stat total is too similar to Camerupts in general; Torkal was probably part of the Camerupt evolutionary line at some point, and looked like a camel more, until it was scrapped and reworked into Torkal, and it's similar to the firefly Pokemon in Gen 3, since it's better off in an evolution than not, for better for the Camerupt line in general
