The baby isn't doing the work, so it's not child labor. The baby couldn't drive on it's own yet, and together, the mother and baby both only take up one seat, so that would defeat the purpose of the carpool lane. The baby doesn't have a spouse or children of its own to worry about, so it doesn't need life insurance. "BE REAL!!"
