How it would work: Each elected position (President, Vice-President, Head of Congress, Head of Senate) can only be held by the same party twice in a row. If a party wins the same seat twice in a row, then it simply has to wait a term to compete again. This is similar to individual term limits, but would also keep parties from simply rotating out individual candidates in order to hold the same seat forever.
Reason: RUP (and then Conservative Party) were so dominant at elections that it kind of ruined the fun of the stream for the rest of us (those of us who actually use the stream, not those who flew in every 2 months to vote RUP/CP). This term limit rule would prevent one party from ever trying to dominate every position of the stream. It would encourage creativity in that people would join new parties and start their own.
Rulings: The Owner will determine whether there is a violation of the rule. Some situations could be a close call.
Example: The Right Unity & the Conservative Party: CP was a new name and slightly different imagery, but basically the same party as RUP with the same kinds of ideas and members. On the other hand, N.E.R.D. Party and Sumer Party (both founded by Dr. Slouchy) were distinctly different in theme, ideas, and party membership. It remains to be seen whether “Conservative Party” under Dr. Slouchy is basically the same Conservative Party as under IncognitoGuy. :)
