Idk about full legalization but maybe we should at least look at different possibilities..... I mean has anything that we have been doing worked? More jail time.. less jail time.. even bigger picture the war on production. We spent $8 billion in Afghanistan on the drug war there (while also literally at war there)..... the result: Afghanistan opium production skyrocketed while we were there.
Anyway apparently in Canada there is a facility where an addict can do medical heroin (safely) and there have been zero overdoses. Of course our healthcare system is far different from theirs and I don't think repubs would ever consider this but if nothing else, it's an interesting concept.

I also wonder how much of our drug problems is actually or additionally a mental health issue.... I mean even if I could get heroin easily, for free, in a safe environment, I would still have zero interest in doing it. Would you? Who would? I think most people know that heroin isn't really a casual drug. It seems like if you try it, you're kind of choosing to almost immediately f*ck up your life...or at the very least play Russian roulette with it. Would anyone of good mental health choose to do that? Idk.
