Is the owner the only one able to add rules? I'm trying to add one against upvote begging

An owner is the only one that can change or add a rule.
even then I would have to clear it with the other owners.
I believe the only one who can do that is OlympianProduct the creator of this stream.

"update stream" button and if I reload the page it disappears
