Oh yes isn't it the best way to catch them? My city presently is having a hard time accounting for six million dollars for homeless services. The scandal! It's become prominent in politics everywhere.

It is... their mechanisms for controlling the money flow are coming back to bite them...

But at least it lets anyone who cares know what is actually going on.
And where their money is going.
