It's more personal,, "It's good" is too general for a c o m p l i m e n t , yeknow? You could say, "It's good" to anyone. But "I like it", is special cuz y o u like it. And not everyone is the same as y o u .
Then again it depends on how much the person you're talking to values your opinion.
