Japan's one of those countries that just pretends they never committed any warcrimes. Since German atrocities had killed so many more people than Japan's atrocities, the world has happy to just let Japan "get away" with their crimes. No real attempt was made to make them pay restitution to the countries they invaded.

Germany: paid for [some] of their brutal warcrimes and lie about them to this day.
Russia: never paid for any of their warcrimes and lie about them.
Japan: never paid for any of their warcrimes and lie about them.
USA: paid for many of their brutal warcrimes by literally paying to rebuild Japan and Germany after the war. Admitted to alot but (not all) of their warcrimes.
There are no good guys in war. Just bad guys and worse guys. Japan was a worse guy in WW2.
