Actually to be fair. The whole slap thing was rig/set up to try to make Oscars great again.
You can tell by the body language.
Chris Rock's: Eye contact of expectation. Bracing for contact. Neck tucked and leaning in to reduce impact. No attempt to block from arms behind back and waiting.
Will Smith: Sissy/limp wrist smack. Weak throw with his arm. Point of contact was off enough to make fingers graze face.
If Will Smith really wanted to slap the dude, I am sure it would be enough to spin or knock Chris Rock down.
