Maybe the half is a baby, cuz a baby is only half a child, a full grown child is a full child and a baby is a smaller portion of a child

They mean this: say they asked 2 parents how many kids they had, 1 would say 2 and the other would say 3. 3 + 2 = 5, 5 ÷ 2 = 2.5 .
