Georgism is the belief that most, if not all, governmental functions can be funded by a single tax on the unimproved value of the land, very similar to classical liberalism.
The guy saying Georgism can't work is Murrey Rothbard, one of the founders of anarcho-capitalism. Rothbard believed such a tax would never work despite clear evidence from history, along with Karl Marx, who generally believed capitalism would fail.
