They can't remove owners, they can kick them, preventing them from viewing the stream at all and thus, preventing moderations.

But that’s just owner with extra power if they can stop other owners from viewing the stream, mate there’s nothing wrong at all with the way it is right now, the current owners are all trusted people, there’s no need for a new system

The admin would be above mod, but below owner.

They can recommend users to be mods, kick unruly users for a certain time, and they can promote mods if the owners don't take action on the recommendation.
