Having driven up and down the east coast many times, I can tell you slowing traffic on the beltway is like pouring a cup of water in the ocean. Nobody is going to notice.

I can tell you for a fact that's not limited to D.C. Seattle can get pretty messed up traffic wise also.

While I have no doubt that is true (Seattle native myself, but that was over 50 years ago) DC to Fredericksburg VA is the worst I have ever known personally and that includes driving through NYC and Boston combined.
