Wubbzy is the elected HoC. IG is a streambanned and disgraced former President who still tries to run things through his Memechat Empire and still considers himself the leader of the Conservative Party, I guess, but he has no formal position here, and no standing to object to Wubbzy’s decisions as HOC. IG can try to persuade Wubbzy to choose the people he wants — and it’s obvious IG already has — but in the end, Wubbzy formally outranks IG here, and as the official elected Conservative Party HOC, it’s his call.

So actually, IG is wrong. Sad!

From a meme law point of view:
The constitution purposely doesn't address this because, up to the point of violating imgflip TOS, you can run you party as you see fit.
In this case: Wubbzy's claim to the party is just as legitimate as Incognito's. Wub and Silverado created the original conservative alliance that Incognito's CP party is based on. Since this happened when Incognito was "taking a break" from imgflip [wink wink,] wubbzy's claim to the party is very much legitimate.
However they'll have to fight it out, since there is no legal precedent for the courts interfering in party's business.
